岐阜県西南部の西濃地域で活動する25のNPOで構成する「西濃環境NPOネットワーク」が中心となって、2011年3月下旬から東日本大震災の被災者受け入れ事業「新しい縁（えにし）づくり」を始めています。

 

「新しい縁づくり」は、被災者が不安を募らせている生活基盤の受け皿づくりに取り組みます。計画では、行政、企業、NPOで協議会を組織し、被災者に貸し出す「空き家バンク」を設立するとともに、被災者の自立を確保するために、行政とNPOが協働して間伐促進、小水力発電をはじめ防災、環境、自然エネルギーなどの分野における「新しい公共事業」の立ち上げをめざしています。具体的には、間伐促進事業は森林組合や建設会社、小水力発電事業は主にNPOが受託し、受託者に対して被災者雇用に配慮するよう要請するというものです。

 

それらの分野以外にも、企業とNPOが協働して、被災者の就労支援や、厚生労働省の基金訓練（緊急人材育成事業）を活用した職業訓練を行います。また、慣れない生活となる被災者に対する生活情報の提供や、メンタルヘルス専門家の巡回や地域との交流会の開催などを進める予定です。

 

受け入れ規模は、第一次計画（2011年4月～5月）が同県垂井町などで15家族（妊婦、年少児）、震災孤児5人、5家族（基金訓練対象）、5家族（外国籍住民）で、第二次以降の計画も検討しています。

 

垂井町は、ブラジル籍と中国籍をはじめとする外国籍住民の人口比率が4.5％と岐阜県内でも4番目に高い町です。これまでNPOが多文化共生の小さな交流事業を積み上げてきて、4月23日に”垂井町・多文化共生のまちづくり協議会”の立ち上げを企画しています。すでに4月2日から毎週土曜日にブラジル人の生活相談を開始しており、5月からは日本語学習交流会を継続的に実施していくといいます。

 

　また、地元の授産施設や保健士などに協力を依頼して障害者の受け入れも計画しています。

 

「西濃環境ＮＰＯネットワーク」は、2006年発足以来、西濃地区で環境やまちづくり、文化、スポーツなどの分野で活動しています。

Higashi Nihon Daishinsai caused unprecedented disaster in the region so that it is extremely difficult for its affectees to live in their pre-disaster locales.  For this reason, our Seinou area has decided to register empty houses in the area and facilitate affectees' temporary translocation whereby we initiate "new public projects" for supporting affectees and give job assistance and training to them, helping them rebuild their lives and stand on their own.

<What is “creating new bonds”?>

It is not only to allow people to move into the area but also to provide a long-term support through partnership with corporations, the government, and other nonprofit organizations.

 

1. Gifu-Seino Higashi Nihon Daishinsai Affectees Accommodation Council

A council is to be set up by the government, corporations, and nonprofit organizations working towards affectees accommodation. All information will be managed and disseminated in an integrated fashion, conducting highly effective accommodation measures.

 

2. Empty House Registry

Leasing out empty houses available in Gifu to affectees for a limited number of years (1 or 2 yrs)

 

3. New Public Projects

To help affectees rebuild their lives and stand on their own, we will give serious considerations in initiating new public projects including disaster prevention, environment, natural energy through partnership with Gifu Prefecture and other nonprofit organizations. Special attention will be made for Gifu experiences to be useful in rebuilding the disaster-stricken area.

 

4. Job Assistance

We will provide job opportunities vital to rebuilding the lives of affectees.

 

5. Job Training

If so requested, we will arrange so that affectees can be given first priority for job training. As such, nonprofit org. Sento Tarui is to conduct job training.

 

6. Daily Life Support and Health Care

In new residence, we will provide necessary life support and health care such as providing daily life information, dispatching various volunteers, arranging a home-visit by mental health specialists.

 

7. Creating New Bonds Fund

To promote these projects, fund-raising such as requesting donations from individuals or businesses is to be extensively conducted.

Dear friends,

We sincerely express condolences to the victims of the earthquake and tsunami of March 11, 2011, Higashi Nihon Daishinsai. Also we express sincere compassion to those who are taking refuge for the Daishinsai and Fukusima Daiichi nuclear reactors disasters.

 

We, the Seino Environmental NPO Network, a network of 25 NPOs of Seino Area, southwest of Gifu Prefecture has prepared conditions in this Seino region with the help of local administrative organs and businesses to provide rather longer term shelter for affectees.

 

This is to inform those people who are considering relocation from the stricken area and Fukusima Daiichi affected area that we are ready to accept you. We call this project, Atarasii Enishi Dukuri’, Creating New Bonds.

 

Please fill in the application form printed on the other side of this copy and send it to the secretariat address. At the secretariat address, Tarui-cho, Fuwa-gun, Gifu prefecture, (Tarui Station, 45 minutes away from Nagoya Station by JR Tokai-do line) we have prepared shelter for short term stay, so please manage to come to the station, first. There, we will decide houses for longer term stay for living after private consultation of each family about what they want.

 

Though the main worker is Seino Environmental NPO Network, this project is provided by many participants such as Gifu prefecture, and relevant administrative offices and businesses of this region. To live in an unfamiliar place there must be many difficulties. So we are considering we might offer not only daily life support and health care but also job assistance and job training. We, the persons concerned, are sincerely committed with this project.
